The United Nations (UN) Security Council Resolution 2803 (2025), adopted on November 17, authorized the establishment of a temporary international force to stabilize Gaza.
It is notable as the first resolution of its kind with a UN mandate specifically aimed at restoring security and stability for both Palestinians and Israelis, analysts told Al-Fassel.
The resolution builds on the first phase of the peace plan announced by US President Donald Trump, calling for a collaboration between Israel, Egypt, and a newly trained Palestinian police force to jointly establish and administer an International Stabilization Force (ISF).
The ISF will deploy under a unified command structure acceptable to the Board of Peace (BoP), a transitional administrative body with international legal personality responsible for framework development and funding coordination for Gaza's reconstruction.
Analysts said that Gaza residents welcome the establishment of an international force provided that it guides them to safety, works to rebuild what the war destroyed, and ultimately ends the suffering of the population.
Halting resident displacement
The core function of the temporary international force lies in stabilizing the situation in Gaza, Palestinian political analyst Akram Atallah told Al-Fassel.
"It will put an end to the mass killings occurring in the Strip, stop the forced displacement of residents from the northern to the southern areas, and consequently bring about a degree of calmness," he added.
Attallah said the force's primary mandate is to dismantle and disarm Hamas, making it directly subordinate to the BoP.
Ending the suffering
A Palestinian political analyst and journalist in Gaza noted to Al-Fassel that, based on his war observations, the resolution is vital as it is the first UN mandate seeking to restore stability and security for both Palestinians and Israelis.
"The residents of the Strip welcome any resolution that ends their daily suffering, which has continued through two years of war," the journalist who preferred to not be named added.
The establishment of the BoP is crucial because this transitional administrative body holds Palestinian, Arab, and international consensus, allowing it to effectively manage the reconstruction of Gaza under the comprehensive peace plan, he said.
"The people here urgently require leadership that can guide them to safety and rebuild the infrastructure that the war destroyed," he added.
"The residents of Gaza seek real change in their daily lives, centering on better health, education, and food provisions," he said.
